The US House of Representatives has approved the military budget for the 2025 fiscal year, excluding provisions on lend-lease for Ukraine. Ukrainian Ambassador to the US Oksana Markarova reported that although the relevant clause was present in the Senate bill, it is missing from the final version of the document adopted by the House of Representatives.
The Lend-Lease Ukraine Act, signed by President Joe Biden on May 9, 2022, was intended to streamline and expedite the delivery of weapons and other critical resources to Ukraine by eliminating bureaucratic hurdles. However, according to UNIAN, the program never fully took effect, and military aid was provided through other programs.
Ukrainian Foreign Ministry spokesman Oleh Nikolenko previously explained that the US is not yet using the lend-lease mechanism in order to avoid an additional financial burden on the Ukrainian budget in the future, since supplies under this program may involve the rental or leasing of weapons.
The exclusion of Lend-Lease provisions from the 2025 military budget is raising concerns in Kyiv about continued US military support for Ukraine.
