The Moscow Arbitration Court received a lawsuit from the Central Bank of Russia (CB) against the Belgian depository Euroclear for 18,17 trillion rubles, the court's press service told TASS. The lawsuit was filed on Friday, December 12, when the CB announced its intention to hold Euroclear liable. Most of the Russian assets frozen since the outbreak of the full-scale conflict in Ukraine in 2022 are held at this depository, which is what triggered the dispute. The CB claims that Euroclear's actions caused damages related to the inability to manage the bank's cash and securities.
The lawsuit stems from the European Union's decision to use frozen assets to provide a reparations loan to Ukraine, which has sparked controversy within the EU. Belgium and several other countries oppose the initiative, fearing legal and financial risks. The reparations loan will be a key topic at the EU summit on December 18–19, where leaders will attempt to reach a consensus. Russia, for its part, views the lawsuit as a way to protect its interests, and the amount of the lawsuit underscores the scale of the frozen funds—approximately €185 billion, a significant portion of which is held in Euroclear. The first court rulings and responses from European authorities are expected to be published soon.
