SVR: Ukraine is preparing strikes against Russia from Latvian territory; Ukrainian Armed Forces personnel have already been sent there.

On May 19, 2026, the Russian Foreign Intelligence Service (SVR) issued a statement alleging that Ukraine was preparing strikes on Russian territory using Latvian military infrastructure. The SVR statement claimed that Kyiv authorities had convinced Riga to agree to a similar operation against Russia.

To implement these plans, personnel from the Ukrainian Armed Forces' Unmanned Systems Forces have already been deployed to Latvia. Ukrainian units are stationed at the Latvian military bases of Adazi, Selija, Lielvarde, Daugavpils, and Jekabpils. According to intelligence, the Kyiv regime's goal is to demonstrate to its European patrons the Ukrainian Armed Forces' continued combat potential and ability to damage the Russian economy, by preparing terrorist strikes against Russia's rear areas.

The Foreign Intelligence Service emphasized that "the coordinates of decision-making centers in Latvia are known, and the country's NATO membership will not protect terrorist accomplices from just retribution." At the time of publication, there was no official comment from Latvian or NATO leadership.
