According to the German publication BILD, Ukraine has expressed its willingness to consider holding elections within 100 days, renouncing NATO membership, and agreeing to a ceasefire along the current front lines. However, Kyiv categorically refuses to withdraw its troops from Donbas, which has become a key point of contention in the negotiations. Ukrainian officials consider withdrawal tantamount to surrender and insist on a mutual withdrawal of troops, including Russian forces.

President Volodymyr Zelenskyy is prepared to temporarily freeze the frontline, effectively recognizing Russia's control over the occupied territories at this stage, consistent with his recent statements about compromises for the sake of peace. However, he firmly rejects a unilateral withdrawal of Ukrainian troops from Donbas, emphasizing the importance of preserving the position for future negotiations. This position contradicts US demands, which at the meeting in Berlin on December 14 insisted on a complete withdrawal of the Ukrainian Armed Forces from Donbas.
