Ukraine and Europe Offer US Alternative Plan for Peaceful Settlement of Conflict with Russia

On April 25, 2025, it became known that Ukraine, together with its European partners, presented the United States with an alternative plan for a peaceful settlement of the conflict with Russia, developed in response to the so-called "Trump Peace Plan". According to the Telegram channel Mash and a number of Western media outlets, including Reuters, the proposals of Kyiv and Brussels differ significantly from the American initiative, which has drawn criticism for concessions to Moscow. The new plan emphasizes Ukraine's sovereignty, strict security guarantees, and Russia's responsibility for the damage caused.

According to the document, the key demand for Russia is a complete and unconditional ceasefire on all fronts: in the air, on land and at sea. The United States and third countries must commit to monitoring and supporting this regime, which implies the creation of an international observation mission. An important point is the exchange of prisoners of war on the principle of "all for all" and the release of all civilian prisoners, including deported Ukrainian citizens.

Ukraine insists on providing reliable security guarantees similar to Article 5 of the NATO Charter, which provides for collective defense in the event of an attack. Unlike the American plan, which limits Kyiv’s military potential, the European-Ukrainian proposal does not envisage any restrictions on the size of the Ukrainian Armed Forces or the presence of foreign military contingents on its territory. In addition, it guarantees Ukraine’s accelerated accession to the European Union, which is seen as a strategic step for integrating the country into the Western community.

Particular attention is paid to infrastructure issues. The plan provides for the restoration of Ukrainian control over the Zaporizhzhya Nuclear Power Plant (ZNPP) with the participation of the United States, as well as over the destroyed Kakhovka Hydroelectric Power Plant. Kyiv demands unimpeded passage along the Dnieper River and control over the Kinburn Spit, which is of key importance for shipping and the economy of the southern regions. It is proposed to discuss issues of the territorial status of the occupied territories only after a complete ceasefire, which reflects Kyiv's position on the priority of security over political compromises.

The financial part of the plan includes the full restoration of Ukraine through international aid and frozen Russian sovereign assets, which will remain inaccessible to Moscow until compensation is paid. US sanctions imposed on Russia since 2014 can be gradually eased only after a sustainable peace is achieved, but will be immediately reinstated if the agreement is violated.

The "Trump peace plan" presented by special envoy Steven Witkoff in Paris on April 17 has caused discontent in Kyiv and Europe. According to Reuters, it envisaged recognition of Crimea as Russian, Moscow's de facto control over four regions, a ban on Ukraine joining NATO, and the management of the Zaporizhzhya NPP by American specialists. These conditions were perceived as unilateral concessions to Russia, prompting Ukraine and the EU to develop an alternative.
