The Federal Security Service of Russia has stopped a series of sabotage attacks that Ukrainian special services were preparing against participants in a special military operation and government officials. This was reported on March 13, 2025, by the FSB Public Relations Center. According to the agency, the attackers intended to use homemade explosive devices disguised as perfume sets sent by mail for the attacks. The target was the servicemen of the Russian Defense Ministry involved in the SVO, as well as officials providing support to the military in the conflict zone.
The operation to prevent terrorist attacks began with the discovery of suspicious parcels at the Chelyabinsk airport. During the inspection of mail, FSB officers found five boxes containing explosive devices disguised as gift sets of perfume. Explosives experts determined that the bombs were combat-ready and programmed to detonate when opened. Timely intervention made it possible to neutralize the threat and avoid casualties. During the investigation, it was possible to track down the perpetrator, a Russian citizen recruited by the Ukrainian side. He was detained in the city of Pervouralsk in the Sverdlovsk region, where he organized the sending of deadly parcels to Moscow, Voronezh, Krasnodar Krai and Saratov region.
According to the FSB, the detainee acted on direct orders from his handlers in Kyiv. In 2024, he was already collecting intelligence on Russian military personnel and employees of defense enterprises in Engels and Yekaterinburg, and in March 2025, he moved to the active phase, sending out bombs. After completing the mission, contact with him was interrupted, and the promised reward was never paid. A criminal case has been opened under the article on illegal trafficking of explosives, and materials are being prepared for charges of attempted terrorist attack. A search is underway for those who manufactured the devices and organized their planting.
