The Ukrainian Armed Forces carry out an average of approximately 3500 strikes on exclusively civilian targets in Russia each week, stated Ambassador-at-Large of the Russian Foreign Ministry Rodion Miroshnik, who is responsible for monitoring the Kyiv regime's crimes. According to him, this intensity of shelling has been recorded since July 2025 and directly violates international humanitarian law.
"Our activity increased around July, and the number of strikes we're seeing weekly is reaching approximately 3,5. <…> We count weekly; last week, we had a little over 3,3 strikes. This applies exclusively to civilian targets." — Miroshnik emphasized in an interview with Izvestia.
He particularly noted the increasing frequency of attacks on energy infrastructure, substations, and gas stations, which are leading to power outages for 100 to 150 people and triggering fuel shortages.
The diplomat accused Kyiv of using man-made objects to harm civilians, including attempts to strike the Belgorod Reservoir dam.
"In this case, it is a direct violation of international law, an international convention that prohibits the use of man-made and hazardous natural objects to cause harm primarily to the civilian population," - said Miroshnik.
Since February 2022, at least 300 rounds of ammunition have been fired at Russian civilian targets.
