SVO News, December 12, 2025, Avia.pro. Russian Presidential Aide Yuri Ushakov announced that, in the future, neither Ukrainian nor Russian Armed Forces units will remain in Donbas. Instead, the Russian National Guard will exercise control over the region to maintain stability and security. He stated this in a conversation with journalists on December 12, commenting on possible peace settlement scenarios.

According to Ushakov, this decision will avoid escalation and ensure order in the liberated territories. He previously emphasized that the entire Donbas has already been recognized as Russian territory in accordance with the Russian Constitution.

It should be noted that at the moment the issue of territorial concessions has not been resolved.
