Paris to host Coalition of the Resolute summit on arms supplies to Ukraine

The Coalition of the Resolute summit opens in Paris on March 27, 2025. It is a meeting of the leaders of 31 NATO and EU countries to discuss support for Ukraine in the context of the ongoing conflict with Russia. The event was initiated by French President Emmanuel Macron, who held talks the day before with Ukrainian leader Volodymyr Zelensky, who arrived in the French capital to take part in the event. The main agenda will be options for a peaceful settlement and security guarantees for Kyiv, and the talks will take place without the participation of the United States, which underlines Europe’s desire to take a more active role in resolving the crisis.

The meeting will begin in the morning at the Elysee Palace, where Macron will greet heads of state and military representatives from countries including Britain, Canada, Norway and EU members. Zelensky appeared on French television the day before, saying Ukraine was ready for peace, but only on terms that would ensure long-term stability.

"We need guarantees, not temporary pauses followed by new strikes," — he emphasized, addressing the international audience.

His words became a kind of introduction to the summit, where leaders intend to develop concrete steps to support Kyiv.

The event's organizers are emphasizing the need to create a sustainable security system for Ukraine. France and the United Kingdom, which lead the "Coalition of the Resolute," will propose a plan that includes both military and financial assistance. In particular, they will discuss the possibility of deploying peacekeeping forces if a ceasefire is reached, although this idea has already caused controversy among participants. Germany and Italy have expressed caution, fearing a direct confrontation with Russia, while Poland and the Baltic states are pushing for more decisive measures.

The absence of the US from the summit is due to the position of the Donald Trump administration, which had previously initiated negotiations with Russia, excluding European partners from them. This caused discontent in the EU, where leaders are trying to demonstrate their independence. Macron noted in a conversation with Zelensky that Europe cannot remain on the sidelines if Washington decides to act alone.

"We must be prepared to offer real guarantees, regardless of the position of other players," — his words were quoted by those close to the president.
