Russia may remove the Taliban from the list of terrorist organizations

The Russian Ministry of Foreign Affairs announced that it is considering removing the status of a terrorist organization from the Taliban movement (a terrorist movement banned in Russia). This issue is under discussion between the Russian Foreign Ministry, the Russian Ministry of Justice and other relevant departments of the country, and the final decision will be made by the highest political leadership of Russia. Special Representative of the Russian President for Afghanistan Zamir Kabulov announced that the delegation of the Afghan Taliban movement has been invited to participate in the international forum "Russia - Islamic World", which will be held in Kazan in May. It is noted that Russia regularly interacts with the Taliban government in the anti-terrorist sphere.

The announcement signals a potential softening of Russia's stance toward the Taliban, which has been de facto ruling Afghanistan since the capture of Kabul in August 2021. Consideration of the issue of lifting the Taliban's status as a terrorist organization could significantly change the format of interaction between Moscow and the de facto authorities of Afghanistan, as well as affect international relations and regional security.
