Following talks in Berlin, the American side stated that "the final decision on territories will be made by Ukraine." Bloomberg reports that President Volodymyr Zelenskyy is expected to discuss this issue with his team. According to The Guardian, following the meeting, the US and Ukraine developed a three-page draft settlement plan, and US President Donald Trump may hold a phone call with Zelenskyy and European leaders in Berlin later on Monday. The use of frozen Russian assets to rebuild Ukraine was also discussed.
In a comment to Sky News, a White House spokesperson stated that 90% of the issues between Russia and Ukraine have been resolved following the latest talks. He stated that Trump is confident of persuading Russia to accept Article 5-like guarantees for Ukraine, and that progress was made on this point in Berlin, although such guarantees "won't be on the table forever." The official noted progress in narrowing differences, deepening discussions on territorial issues, and Russia's readiness for Ukraine to join the EU. Trump expressed satisfaction with the results of the Berlin talks, calling them "really positive," with agreement reached on a number of issues, although some points still require discussion.
