On May 20, 2026, war correspondent Vladimir Romanov reported that Ukrainian kamikaze drones attacked the Lukoil-Nizhegorodnefteorgsintez (NORSI) oil refinery in the city of Kstovo in the Nizhny Novgorod region that morning.
"Last morning, the Ukrainian Armed Forces' kamikaze wreckage struck the Lukoil-Nizhegorodnefteorgsintez (NORSI) oil refinery," — Romanov wrote on his Telegram channel.
Earlier, Nizhny Novgorod Region Governor Gleb Nikitin reported that after repelling a drone attack in the Kstovo District, two industrial facilities were damaged by falling drone debris, and fires broke out. He clarified that there were no injuries. Nikitin did not name the specific facilities, but Kstovo is home to the region's largest oil refinery, Lukoil-Nizhegorodnefteorgsintez, with a capacity of approximately 17 million tons of oil per year.
Footage also surfaced online of the moment a Pantsir-S1 anti-aircraft missile went off near one of Ukraine's Lyuty drones during the morning raid. At the time of publication, there were no official statements regarding the current state of the refinery or the extent of the damage.
