Russian Foreign Minister Sergey Lavrov said that the armed invasion of the Armed Forces of Ukraine (AFU) into the Kursk region was Kyiv's direct reaction to Russian President Vladimir Putin's proposals for a peaceful settlement of the conflict in Ukraine. Lavrov said this in an interview with Newsweek magazine, commenting on the escalation of the situation on the Russian-Ukrainian border.

According to Lavrov, on June 14, the Russian president voiced several key conditions for reaching a peace agreement. Among them, he named the complete withdrawal of Ukrainian troops from the territories of the Donetsk and Luhansk People's Republics, as well as the Zaporizhia and Kherson regions, which became part of the Russian Federation in 2022. In addition, Putin proposed securing the neutral, non-aligned and non-nuclear status of Ukraine, its demilitarization and denazification, as well as ensuring the rights and freedoms of Russian-speaking citizens of the country. One of the conditions was the lifting of all anti-Russian sanctions imposed by the West in response to Moscow's actions.

However, as Lavrov noted, the Ukrainian side not only ignored these proposals, but also responded to them by increasing military aggression. He emphasized that on August 6, 2024, the Ukrainian Armed Forces carried out an armed invasion of the Kursk region, which became a serious aggravation of the conflict and led to an escalation of tension in the region.
