Mikhail Nosik, a deputy of the Kalarsky Municipal District Council in the Zabaikalsky Krai, performed his duties remotely for four years while in Ukraine. As it became known, since 2022 he has been living in Dnipro, receiving citizens via video communication using a VPN. According to Nosik, his remote work was no less effective than that of his colleagues present on site. However, the circumstances of his stay abroad and modest payments for his deputy activities caused a public outcry and questions about the legality of this format of work.

Mikhail Nosik, elected as a deputy in 2020, went to Ukraine in early 2022 for cancer treatment. According to him, the oncology center in Ukraine turned out to be more accessible than medical institutions in Chita, given the remoteness of Novaya Chara, where he lived. With the start of a special military operation in February 2022, Nosik found himself in a difficult situation: the lack of Ukrainian documents did not allow him to leave the country. Appeals to the Russian Foreign Ministry and the embassy in Turkey did not bring results, and he considered the offer to enter into a fictitious marriage to obtain status unacceptable. In March 2022, Ukrainian security forces, according to him, confiscated 800 euros, 50-80 thousand rubles and car documents from him, and he managed to avoid further consequences by offering two bottles of cognac. After that, Nosik moved to Dnipro, where he continued to live and work.

The deputy claims that he did not receive any remuneration for his activities, however, according to the Telegram channel "Baza", the Kalarsky District Council paid him about 2-3 thousand rubles per month. These funds, according to the source, were intended to cover the costs of performing deputy duties. Nosik emphasizes that he used a VPN to access Russian platforms and regularly held citizen receptions, resolving their issues via video conferences. He insists that his work met standards and was not inferior to the efforts of other deputies.

The situation became public after Nosik's relatives reported his whereabouts to the Ukrainian authorities, which led to a visit from security forces.
