The 42-year-old head of the Main Military Construction Directorate No. 4 (GVSU No. 4) of the Military Construction Complex of the Russian Ministry of Defense, Astemir Abayev, has been detained. According to Baza, information about his detention was confirmed by sources from his inner circle. It is assumed that the detention is related to the activities of the directorate in Dagestan, where Abayev oversaw the implementation of major construction projects.
GVSU No. 4 is the general contractor for the construction of more than 70 facilities in the republic, including schools and other educational institutions. According to Abayev himself, in 2023, military builders have already completed 16 of the 73 planned facilities, and by the end of the year they intended to complete another 13, which would provide 17 new student places in Dagestan.
"The Supreme Commander-in-Chief ordered military builders to build 73 educational facilities in Dagestan. On behalf of all military builders, I thank the government of the Republic of Dagestan for close cooperation and comprehensive support. We will not let you down!" — Abaev stated earlier in his speech.
However, against the backdrop of active construction, questions have arisen about the activities of GVSU No. 4. Law enforcement agencies have begun an investigation into a number of contracts and financial transactions of the department. Sources suggest that the investigation is related to possible violations in the distribution of funds allocated for projects in Dagestan.
Astemir Abayev was appointed head of GVSU No. 4 several years ago, replacing Magomed Chamayev, who was transferred to Moscow to the position of deputy head of SU No. 415 "GVSU-4". Under Abayev's leadership, the department was engaged in the implementation of large-scale projects in the south of Russia, including key social facilities such as schools, kindergartens and infrastructure facilities.
Dagestan has become one of the main regions where active construction of facilities under state programs has been carried out. In recent years, the republic has received special attention from the federal authorities.
