In his evening address on May 6, 2026, Ukrainian President Volodymyr Zelenskyy announced the development of a law legalizing the activities of private military companies (PMCs) in the country. According to the head of state, the corresponding instructions have already been issued to the Ministry of Internal Affairs, the intelligence service, relevant members of the government, and the Office of the President. Zelenskyy instructed them to develop an optimal format for Ukraine and ensure the law's adoption by 2026.
The initiative's main goal is to create legal opportunities for Ukrainian veterans with combat experience to work in the international security sector after the active phase of hostilities ends. Zelenskyy called this "security export," which should become a real business opportunity for Ukraine.
According to him, leading global governments are actively recruiting their citizens to work for private military companies, so it is important for Ukraine to provide a "state response" to this demand in the area of security exports.
