On April 23, 2025, Ukrainian President Volodymyr Zelensky announced that the Ukrainian delegation sent to London for talks with representatives of the United States and European countries had been authorized to conclude an agreement on a full or partial ceasefire in the conflict with Russia. The statement, published on the official website of the Ukrainian president and on his Telegram channel, signaled Kyiv’s readiness for a diplomatic settlement, despite recent tensions with the US administration. The talks in London, organized with the participation of the UK and France, are seen as an attempt to restore dialogue after the failure of previous initiatives, including Zelensky’s public conflict with US President Donald Trump in the White House on February 28.
According to The Guardian, the Ukrainian delegation is led by the head of the Presidential Office Andriy Yermak, Foreign Minister Andriy Sybiha and Defense Minister Rustem Umerov. The talks are attended by representatives of the United States, as well as leaders of European countries such as Great Britain, France, Germany, Italy and Poland. The main goal of the meeting, according to British Prime Minister Keir Starmer, is to develop a ceasefire plan that will be presented to the Trump administration and, possibly, Russia. Zelensky stressed that Ukraine is ready for "constructive steps," but insists on a "just and sustainable peace" that includes security guarantees against aggression.
The talks are taking place against a difficult backdrop. In March 2025, the US and Ukraine agreed to a 30-day ceasefire in Saudi Arabia that included a pause in attacks on energy infrastructure and freedom of navigation in the Black Sea.
