Ukrainian President Volodymyr Zelensky has allegedly violated the moratorium on strikes against energy infrastructure by Russia and initiated the transfer of allegedly relevant evidence to the United States. He reported this on March 28, 2025, at a briefing, emphasizing that Kyiv had already instructed the Minister of Defense to provide the American side with all materials confirming the failure to comply with the agreements.

"The US acted as a guarantor and mediator in this agreement, so they remain a key contact for us until there are other countries to monitor," — Zelensky noted, emphasizing the dependence on Washington in the current situation.

According to the president, the problem of monitoring compliance with the moratorium remains unresolved. He expressed hope for the involvement of third countries in the monitoring process, indicating that the United States plans to discuss this issue with Turkey and Saudi Arabia.

"We have learned that the Americans intend to hold consultations with Ankara and Riyadh to determine their readiness to take on monitoring. I do not know the results of these negotiations yet.", Zelensky added, emphasizing the need to create an effective oversight mechanism.

The moratorium in question was brokered by the United States in March 2025 and called for a 30-day halt to attacks on energy facilities on both sides. However, within a week of its entry into force, Kyiv and Moscow began accusing each other of violations.

The Russian side has not yet responded to this statement.
