According to Trutnev, Avakyants will head a centralized structure that will provide methodological support for the activities of regional centers and coordinate their work. The headquarters will carry out the tasks set by the president.

Admiral Sergei Avakyants was appointed commander of the Pacific Fleet in May 2012 and received the military rank of admiral on December 13, 2014. For his service, he was awarded the orders "For Naval Merit", "For Service to the Motherland in the Armed Forces of the USSR" 3rd degree, "For Military Merit" and the medal of the Order "For Merit to the Fatherland" 2nd degree.

It should be noted that shortly before this event, Russian Defense Minister Sergei Shoigu announced the start of a surprise check in the Pacific Fleet on April 14.
