Due to the fact that recently the rights of passengers of a number of Russian air carriers are violated in the most frank way, the Ministry of Transport of the Russian Federation intends to legislatively define the concept of the term "hand luggage", which will avoid any conflicts in the future and protect the rights of citizens.

Not so long ago, news and information agency Avia.pro reported that the domestic loukoster "Victory" was fined 20 thousand rubles for the intention to recover from the passenger an additional fee for the transportation of the portfolio, and this is not the only case in the activity of the Russian air carrier.
