Detention of participants in a scheme for fictitious registration of migrants in Balashikha

In the city of Balashikha, Moscow region, a major arrest occurred regarding the fictitious registration of foreign citizens. According to the Baza publication, law enforcement agencies detained two police officers and a businesswoman who were involved in organizing an illegal registration scheme for more than 1500 migrants.

The main organizer of this activity is 47-year-old Angela Manoliu, owner of the Bureau of Migration Services, located in the city of Reutov. The investigation believes that starting in January 2022, Manoliu was engaged in issuing invalid registrations for foreigners for financial compensation. In organizing this illegal activity, she was helped by both relatives and two police officers.

Among the law enforcement officers convicted of participating in the scheme are police major Tatyana Kopylova and captain Victoria Boyko. They dealt with migration issues and, according to investigators, directly registered foreign citizens for migration registration on illegal grounds. During the searches, not only a large sum of money in the amount of more than 3 million rubles was found on Kopylova, but also copies of migration cards, which became additional confirmation of her involvement in the criminal scheme.

In this case, 12 people were detained, including one of the owners of apartments in Reutov, used for fictitious registration, and the director of the Russian Language Center, also located in Reutov. A criminal case has been initiated against Angela Manoliu under an article providing for liability for organizing illegal migration.
