Tupolev in 1957 was actively interested in beginning the development of unmanned machines. Designers do research and further development of the aircraft gliding impact of long-range, which received the original designation of "DP". When creating planned to make the last stage of the rocket impact type, which can be controlled. We decided to use the launch vehicle Installation of ballistic missiles mid-action, namely the P or P-12-5, as designers Tupolev developed my own.

By creating the project, the designers managed to calculate the main indicators. The launch of the rocket to an altitude of 80 or even 100 kilometers was carried out by powerful launch vehicles. Upon reaching the required height, disconnection was performed, while the installation was turned at an angle of 90 degrees. After detachment, a one-time guidance to the required target took place, after which the device flew to the specified target along a planning flight path. The Tu-130 (DP) machine, passing through the layers of the atmosphere, could reach the indicated target from a distance of 4 thousand kilometers and accelerate to the speed of M-10. Further, the flight was corrected by an autonomous control system. As for the Tu-130 (DP) installation itself, it did not have its own power plant; the system was powered from the air supply system and chemical sources that produced current.

Also on board there was a cooling system that did not allow overheating thermonuclear charge, were taken into account housing problems that might arise as a result of the kinetic heating during the flight. Before hitting the target machine enters into a dive, and produces an explosion at a given height from the ground. It should be noted that the advantages in the control and guidance to the target in this device was significantly greater than that of strategic missiles.

Development of the project was active for two years, have been involved in this and other research offices. It is possible to use in the design of new materials that could meet the rather complex operating conditions at hypersonic speeds.

Initially, it was made several test models to refine and study quality system, bringing to the required parameters. At this stage, the Design Bureau and assigned the designation Tu-130 (DP). Experienced a series of machines was made up of five drones who practiced and tested.

The first full-scale glider was ready in the 1960 year, after which they switched to equipping and made docking with the launch vehicle. Also, the nose part was modified, since it was she who was subjected to the greatest heat during the flight. Nevertheless, despite the presence of success in the development of an unmanned vehicle Tu-130 (DP), all work on the project was terminated by a decree of ministers of the USSR. Some parts of the apparatus were transferred to the Chelomey Design Bureau, and some were simply disposed of. Nevertheless, the developments according to the project were used in the manufacture of a similar machine, which was designated as the rocket plane №136 "Star".
