The Chairman of the Russian State Duma Committee on Defense, Andrei Kartapolov, made an important statement regarding conscripts and their participation in a special military operation. He emphasized that Russian citizens called up for conscript service will not be sent to the Northern Military District zone. This decision remains unchanged, despite the discussed changes in military legal regulation.

The spring conscription of 2024, as before, will be carried out in accordance with the established deadlines - from April 1 to July 15, and the numerical indicators of conscription will remain the same. Thus, compulsory service in the Russian Army for young people is not associated with participation in hostilities conducted as part of a special military operation.

In addition, Kartapolov mentioned a bill recommended for adoption by the State Duma Committee on State Building, concerning the possibility of involving citizens under investigation in the SVO. According to the proposal of legislators, such persons could be released on various grounds after the completion of a special military operation.
