Representatives of the OSCE special monitoring mission accused representatives of the DPR of obstructing work on the territory controlled by the self-proclaimed republic and threats, including the use of weapons. The incident allegedly took place near Donetsk.

From the presented report it follows that during the coordinated mission of the OSCE representatives to the territory controlled by the DPR, the representatives of the self-proclaimed republic blocked the vehicles, stating that they had not received any instructions from their commanders. Moreover, when the OSCE tried to use the drone, threats to use weapons against the OSCE special representatives began.

“On November 19 at 09:45 am at the checkpoint in n. Staromikhaylovka (non-government-controlled, 15 km west of Donetsk) two clearly armed members of the armed formations denied an SMM patrol access to the settlement, citing the need to obtain permission from their commanders. The task of the patrol was to clarify reports of damage to civilian objects in this settlement. At 10:25 am, the observers were asked to contact senior members of the armed formations to facilitate access to the locality. At 10:35 am, after waiting about 50 minutes at the checkpoint, the observers informed members of the armed formations of their intention to fly an unmanned aerial vehicle (UAV) over the village to clarify reports of damage. After telephone conversations with commanders, members of the armed formations threatened to shoot down an SMM UAV if launched. The Mission team did not launch the aircraft and left the area. Official Donetsk has not yet commented on such accusations, but this could lead to negative consequences for the self-proclaimed republic, as it will give Kiev a reason to accuse the DPR of violating the agreements and start aggression.
